Trade Union Education and Training

High-quality, systemic, and relevant training for trade union activists is one of the primary lines of activity of the Federation of Trade Unions of the Republic Republic of Kazakhstan. Trade union cadres and active members form the foundation and the main driving force of the entire trade union movement in the country.

The FPRK holds a well-established niche in professional trade union education, offering unique programs that fully meet the modern needs, demands, and expectations of the members of affiliate organizations.

Our objective is to cultivate a high level of legal culture among trade union cadres, develop collective bargaining skills, and create the necessary conditions for the implementation of socially significant initiatives at the local level.

Concept and Levels of Trade Union Training

Training within the Federation of Trade Unions is structured on a systemic and strategically sound basis in accordance with the specialized Concept of Trade Union Training. It encompasses three key, interrelated levels:

  • Initial Training of Trade Union Cadres and Activists — A basic introduction to trade union operations for new members and activists.
  • Mandatory Training — Continuous professional development compulsory for all elected and salaried employees of trade union organizations across the entire vertical hierarchy (including released trade union workers and chairpersons).
  • Modular Programs — Advanced specialized courses focused on the core areas of trade union work. These include:
    • Organizational work and records management for trade union committees;
    • Operations management for specialized commissions (including grievance/arbitration and audit commissions);
    • Public control over occupational health and safety for technical inspectors.

Pool of Professional Trade Union Lecturers

The Federation of Trade Unions has established its own unique pool of professional trade union trainers and lecturers drawn from the ranks of its most experienced professionals. Unlike third-party commercial lecturers, FPRK experts possess a deep understanding of the specifics of the trade union movement and interpret legislative norms exclusively in the best interests of the Working Person.

Our trainers are recognized practitioners in fields such as:

  • Public control and occupational safety in production environments;
  • Drafting proposals for collective bargaining agreements and industry tariffs;
  • Judicial and out-of-court resolution of labor disputes and conflicts;
  • Mediation and effective negotiation skills;
  • Legal foundations of trade union operations and the labor legislation of the Republic of Kazakhstan.

Key Educational Projects of the FPRK

Training is delivered via modern online and offline formats that have proven to be in high demand among trade union leaders at various levels:

  • "Trade Union Leader School" — The flagship long-term online project aimed at young activists. The course comprises 36 academic hours of intensive training, spanning from the historical origins of the trade union movement to a detailed, clause-by-clause breakdown of labor and trade union statutory regulations.
  • "Educational Marathon" — A large-scale online project designed for the express training of trade union committee chairpersons who operate on a voluntary basis without being released from their primary jobs. The marathon regularly reaches thousands of leaders nationwide and covers critical, cutting-edge topics such as "Just Transition", "Green Economy", "Labor Conflict Prevention and Resolution", as well as the application of Artificial Intelligence tools in trade union work.
  • "Legal Education for All" — A field-based educational project aimed at increasing the legal literacy of workers, popularizing trade union values, recruiting new members, and establishing new primary local organizations.
  • "Trade Union Deployment" — A proactive on-site outreach campaign conducted by the leadership and central apparatus staff of the FPRK across the regions. As part of the project, teams visit local premises to meet with primary trade union organizations and social partners, provide practical on-the-spot assistance, and conduct training seminars directly within working collectives.
